This white paper analyses Measure ULA, a November 2022 ballot measure in the City of Los Angeles. The proposal would raise transfer taxes on real estate sold for $5 million and up. These fees are assessed at the time a property is sold and are typically paid by the seller.
Measure ULA would raise $923 million annually for affordable housing production and homelessness prevention in the form of rent relief, income support, and legal counsel for tenants. This paper demonstrates that Measure ULA would have a positive impact on the city’s housing crisis, while having no effect on the average Angeleno.
